Organised on 22 October 2026 by the Co-Chairs of the Coordination Group on Global Policy Dialogue (CG GPD), the meeting brought together representatives of national authorities, regional higher education areas, recognition conventions bureaus, quality assurance networks, and international and regional organisations, as well as members of the Global Policy Forum Statement Drafting Group.
The meeting focused on the further development of two key policy documents: the Global Policy Forum Statement, outlining priorities for international cooperation in higher education towards 2030, and the EHEA Roadmap for International Cooperation to 2030 and Beyond, setting out a medium - and long-term vision for strengthening global higher education cooperation.
Following the first coordination meeting held in May, the feedback received from macro-regional representatives was incorporated into the revised drafts of both documents. The second meeting provided an opportunity to review these updates and further discuss how the proposed policy priorities could be translated into concrete actions.
The discussions highlighted the importance of strengthening interregional cooperation mechanisms and information sharing, enhancing collaboration between recognition and quality assurance networks, supporting flexible learning pathways and lifelong learning, and promoting equitable, human-centred digital transformation. Through interactive sessions, participants also contributed to identifying priorities, potential implementation timelines and relevant stakeholders for the Roadmap.
The meeting also included a session with updates on the preparations for the 2027 Iași-Chișinău Ministerial Conference and Global Policy Forum, scheduled for 26-27 May 2027.
A third coordination meeting with macro-regions is planned for the first part of 2027, allowing the dialogue to continue ahead of the Global Policy Forum.
The aim of the GLOBAL 2030 project, coordinated by UEFISCDI and implemented together with the Ministry of Education and Research of Romania, the Ministry of Education and Research of the Republic of Moldova, CIMEA, EURASHE, and UNESCO, is to support the global policy dialogue of the EHEA for the 2024-2027 working period.
